Gwangju Human Rights Charter Enactment Process

To allow its spirit and value of the democracy, human rights, and peace to take root in the life of all the citizens, Gwangju is establishing its status as a substantial human right city where its citizens feel happy by preparing Gwangju Human Rights Charter and human rights index.

The draft of『Gwangju Human Rights Charter』, which specifies the rights and obligations to protect the human rights of all the residents and implement them, was prepared by the lead of the Charter Enactment Committee and Foundation Committee where the citizens from all levels of society such as cultural and artistic circles, academic circles, religious circles, NGOs, legal circles, labour circles, economic circles, journalism, experts on human rights, activists of human rights, etc.

The drafting committee, which started from last April, strived to articulate deep meaning in every word working day and night over ten times of meeting, and the Enactment Committee, which composed of 53 committee members from each field, elaborated it through the 4 times of meeting after a long and passionate discussion.

In the two times of public hearing and several times of the NGOs visit discussion (방문간담회), the numerous citizens have joined in making human rights charter to foster Gwangju as a human rights city.

As such, the historical Gwangju Human Rights Charter having the preamble made up of 518 words, the body consisted of 5 chapters and 18 articles, and 'the implementation of charter' contained the will of fulfillment was completed finally through the literary supervision.

『Gwangju Human Rights Charter』and 『Human Rights Index』enacted and developed as such were declared solemnly with the will of voluntary fulfillment to the entire world including the generations living in this city in the past, present and future, Korean Peninsula and Asia by the 21 representatives of the citizens including city mayor on May 21, 2012, the 47th Gwangju Citizen's Day.
