Human rights ombudsman

Human rights ombudsman, which can contribute to the protection and improvement of the citizen's human rights by investigating and recommending the violation of citizen's human rights and discrimination in the neutral position, is intended to introduce

Background of Promotion

  • To prepare the mechanism, which allows the human rights being practiced in the citizen's living and can play the neutral monitoring role contributing to the protection and the improvement of the citizen's human rights
  • To protect the human rights felt substantially by the citizen by receiving, investigating and recommending the act of violating the citizen's human rights

Human rights ombudsman Management (plan)

Establishment

  • Legal basis: Promote the amendment of the ordinance on the Gwangju Metropolitan City Human Right and Improvement
  • Formation: Council (collegiate system) type, executive and non-executive member (within 7 persons)
  • Term: 2 year and can be served consecutively
  • Appointment: recommended by the Citizen Council for Human Rights Improvement and appointed by the Mayor

Duty

  • To investigate, consult, on the act of violating the human right or discrimination related to the job performance of the competent administrative institution under the control of the Mayor and express the opinion of improvement (recommendation, etc.) by the request of civil petitioner, the Mayor or the Citizen Council for Human Rights Improvement
    Investigation shall be conducted by the "investigaor' having status of public official
  • Investigation results shall be notified to the Mayor and the Mayor shall notify to the petitioner and the institution subject to investigation
  • The institution subject to investigation shall notify to the Mayor after implementing the matters recommended.

Related administrative institution

  • City and the administrative institutions under its control
  • Autonomous district (the jobs delegated by the City)
  • The institution established by the investment or contribution of the City
  • The private institution commissioned by the City (The jobs commissioned by the City)
  • The welfare facilities subsidized by the City
    • The matters under investigation of the authorities such as the city council, lawsuit, the Board of Audit and Inspection, the police, prosecution, etc. or matters resolved are excluded.

Ombudsman Supporting Team such as investigation job, etc

  • For the efficient job performance of the ombudsman, the ombudsman supporting team performing investigation shall be established in the Human rights office, and the manpower and budget required shall be supported.
    • Major duty of the supporting team (within 3 persons): Receive, consult complaint of the human rights violation, and conduct the investigation and monitoring.
